"Judging from the illustrations in BMC, Strack, and CoinArchivesPro: When you can see the end of the standard, it's usually topped by a legionary eagle, so I think that is the intended type: Dacia holding standard topped by legionary eagle.
I agree that the object under her foot is likely to be a helmet rather than a globe. It ssems to be omitted quite often.2
