The depicted persons should be Julia Domna with Geta in her arms and Caracalla standing in front of them.

"The identification of the children as Caracalla and Geta is highly probable.
After all, the type is labeled Fecundity and shows two children, and Julia had in fact had two boys with Septimius. The nudity of the babe in arms indicates that it's a boy (Geta), while the standing child wears toga-like dress, appropriate for an older male (Caracalla). This type was struck at the beginning of 194, when Caracalla was five and Geta four, so Geta was in fact no longer a babe in arms. The designer depicted him as such just to make a nice type and allow Fecunditas/Julia to hold him."
